우리는 북한에 대해서 다 아는 것처럼 말하는 사람들을 보곤 한다.
그리고 북한에서 온 사람들이 하는 이야기가 모두 진실인 듯 아는 사람들도 많다.
하지만 그 누구도, 현재 북한 중심부에서 일어나는 일에 대해서는 아무도 알수 없다.
철저히 차단되고 통제된, 그들만의 세상, 그것이 북한이기 때문이다.
북한을 이해하기 위해서는 첫째, 북한이 어디에 있는지 그 지리적인 특성, 그리고 둘째, 북한의 지배구조가 어떻게 되어 있는지 그 정치 및 군사 시스템, 셋째, 그들이 철처히 외부와 단절되어 있다는 사실적인 측면, 넷째로 그들의 문화, 다섯째로 그들의 언어를 이해해야 한다.
이외에도 이해할 것들은 많지만, 일단 이것들이 기본이다.
그 다음 북한에서 일어나는 일들에 대해 '상상'해 볼 수 있다.
그 누구도, 아무도 북한에서 일어나는 일에 대해 예측하거나 단정할 수 없다.

오직 김정은, 그리고 그 측근, 그리고 그의 명령을 받은 사람들만이 외부와 소통할 수 있는 권한을 가지고 있다.

불법적으로 중국 연선에서 중국을 통해 구입한 심카드로 중국을 넘어 한국에 있는 탈북자들과 통화를 하는 경우도 있지만,
이것이 드러날 경우 정치범으로 처벌받게 된다.
그들은 김정은이 주민들에게 보여주기로 한 뉴스만 볼수 있고, 그들은 거주 이동의 자유가 없다.

그래서 한국에 온 탈북자들은 한동안 낯선 자유에 적응을 힘들어 하기도 한다.

북한에서 살고 싶어서 월북한 미군? 그런건 그들에게 없다.

지금 내가 생각하는 단 한가지 유일한 방법은 '범죄인 인도'이다.
문 정부 시절 2019년 11월, 북한이 주장하는 대로 탈북한 어민들을 다시 돌려보낸 사례가 있듯이,
트래비스 킹이 살아 돌아 올 수 있는 유일한 방법은 미국에서 강력하게 그의 죄를 나열해서 '범죄인 인도'를 요청하는 방법이 최선이라고 생각된다.
물론 북한과 남한, 북한과 미국과는 범죄인 인도 조약이 체결되어 있지 않다.
다만, 북한도 자신이 원할때 마음대로 '범죄인 인도'를 요청하고 남한이 응하기도 했다.
겉으로는 '추방' 이라고 했지만, 사실상 북한의 요청에 응했었다.
물론 정치적인 문제이고 이러한 부분들은 드러내놓고 협상할 수 없겠지만, 지금은 이 방법 밖에는 없을 것이다.
하지만 이것도 북한이 트래비스 킹을 다용도로 활용하고자 스파이로 낙인찍어버리면 아무런 소용이 없을 수 있다.
나는 아직 그가 정말 자진해서 단독 결정으로 월북을 감행한 것인지 의문스럽지만,
전쟁포로니 하는 의견은 북한에서 비웃음을 살 뿐이다.
'적을 알고 나를 알면 백전 백승'이라는 말은 변하지 않는 진리라고 생각한다.
북한을 제대로 알고 대응하는 것, 그것이 북한과 대화하는 첫번째 방법이라는 것을 알았으면 한다.
