며칠 전, 한국과 쿠바와의 수교로 쿠바에 대한 관심이 뜨겁다.

쿠바와의 수교는 우리에게 무엇을 가져다 줄 것인가.

쿠바는 매우 복잡한 나라이다.

또한 미국과의 관계와도 정치성향이 바뀔 때마다 그 논란은 뜨거워져왔다.

더욱이 트럼프 대통령 시절, 2021년 1월 12일, 쿠바를 테러지원국으로 재지정했고,

바이든 정부에 들어서서 테러지원국 지정은 해제했지만

여전히 미국은 경제, 금융 등 제재를 가하고 있기에,

미국과 많은 관계를 유지하고 있는 한국은 쿠바와의 수교에 주의를 기울여야 할 것이 많다.

미국에서 대학원을 다닐 때, 쿠바에서 온 친구를 만난 적이 있다.

마치 북한에서 나온 탈북자를 만난 듯,

그는 쿠바의 공산주의 독재에 대해 비판하고 

그 곳을 탈출하기 위해 힘썼던 이야기를 늘어놓았다.

그리고 마침내 미국에서 영주권을 받았다. 

그의 목표는 쿠바에 있는 가족도 미국으로 데리고 와서 자유롭게 사는 것이었다.

나는 그의 이야기를 들으면서, 쿠바도 북한의 형제국 답게 똑같은 나라라는 인상을 지울수가 없었다.

미국과 쿠바는 관타나모 해군기지부터, 지정학상, 그리고 역사적으로 뗄레야 뗄수 없는 관계이다.

이 둘을 보자면 애증의 관계가 떠오르기도 하지만,

쿠바가 어떤 포지션을 취하느냐에 따라 더할나위 없는 적대국이기도 하다.

2023년 5월에는 40년간 미국 의회에서 일하던 쿠바출신 의원이 간첩으로 체포되기도 했다.

이처럼 공산주의, 사회주의 이념이라는 것은 많은 세대를 거치면서도 잘 변화되지 않는다.

그래서 이념전쟁은 결코 끝나지 않고, 간첩을 확신범이라고 부르는 이유이다.

쿠바사람들이 북한은 알아도 남한은 잘 몰랐던 이유이다.

또한, 쿠바사람들에게 북한과 남한은 그저 분단된 두 한국일 뿐이다.

그들에게도 자유라는 것이, 진정한 자유란 무엇인지,

아직은 낯설다.

그들의 전기, 수도, 식료품, 이동의 자유 등 모든 것이 북한과 같이 억압되고 있고,

다만, 쿠바는 인터넷을 잠시라도 쓸수 있고,

확실한 보증하에 멕시코를 통해 나라를 벗어날 수 있다는 것이

북한과는 확연한 차이일 것이다.

하지만, 언제든 정부에서 인터넷을 막아버릴수 있고,

모든 이동의 자유는 정부의 통제에서 벗어날수 없다.

이런 쿠바와의 수교에 우리는 반드시 주의해야 할 것이 있다.

물론, 많은 것들을 고려하고 판단하여 내린 결정이겠지만,

개인적으로 우려되는 바가 많다.

그들은 여전히 북한과의 여러 관계를 가지고 있고,

한국과 북한사이에서 이중간첩 노릇을 할수 있다는 점이다.

그들은 경제적으로 궁핍하고 어려움을 겪고 있지만,

과연 한국이 그들을 통해 얻을수 있는 것이 무엇인지 진지하게 생각해야 한다.

다만, 나에게 적같은 친구의 친한친구를 뺏았다는 기분으로 기뻐해서는 안된다는 것이다.

아주 깊이, 그리고 신중하게 그들의 모든 것을 파악해야 한다.

쿠바는 북한 뿐 아니라 러시아, 중국과도 매우 밀접한 관계를 맺고 있다.

한국이 그들에게 경제적이 물주만 되어주고,

오히려 그들의 친구들에게 간접적으로 이용만 당하는 일이 생기지 않아야 한다.
