국정원 대공수사권 폐지가 가지는 의미 - The significance of the abolition of the National Intelligence Service’s anti-communist investigation authority

2024년 1월 1일부터 국정원의 대공수사권이 폐지되고

경찰과 함께 하는 합동수사단이 출범하면서, 대공수사 업무는 경찰로 이관되었다.

과연 이것이 의미하는 바는 무엇일까? 

일반인들에게 잘 와닿지 않는 문제일 수 있지만,

실제로는 매우 심각한 문제를 수반하고 있다.

With the launch of the joint investigation team with the police,

anti-communist investigation work was transferred to the police.
What does this really mean?
It may be an issue that is not well understood by the general public,

but in reality, it involves a very serious problem.

 

대공(對共)수사권이란,

간첩 등 국가보안법 위반 범죄,

그리고 공산주의와 관련된 활동을 하는 행위에 대해 수사할 수 있는 법적인 권한을 말한다.

세계 그 어느 나라도 간첩 수사를 경찰이 주도하는 경우는 없다.

아픈 역사를 가진 한반도는, 아직도 전쟁중이고 공산주의와의 대립에 있다.

불행하게도 아직 간첩은 진행중이다.

In no other country in the world does the police lead an espionage investigation.
The Korean Peninsula, with its painful history, is still at war and in conflict with communism.
Unfortunately, the espionage is still ongoing.

 

간첩수사라는 것은,

더구나 한반도 처럼 특수한 휴전 관계에 놓인 곳에서의 간첩 수사는

오랜시간의 전문성과 다양한 기술, 그리고 능력이 필요하다.

전문인력은 물론, 예산, 기술, 그리고 해외까지 복합적인 작업이 필요하다.

적군은 최소 40년 이상의 전문가들이 한 자리에서 바뀌지 않는다.

나는 개인적으로 북한이 계속해서 체제 유지를 할 수 있는 가장 큰 이유 중 하나가

이러한 지속가능한 전략이 아닐까 생각한다.

한국처럼 5년마다 바뀌는 정권의 입맛에 맞춰 모두 물갈이하고

전문가와 비전문가를 섞어버리고,

어느 분야의 지속가능한 전문성을 망가뜨리는 한국 정치는,

국가 최고 안보를 수호해야 하는 국정원의 전문성을 망치고

제대로 된 일을 하지 못하게 하고 있다.

세계 어디에도 국가 안보를 수호하는 최고 정보기관을 이렇게 휘두르는 곳은 없다.

그 어느 나라도 국가 안보 수사의 핵을 경찰에 두지 않는다.

경찰이 능력이 안된다는 것이 아니라 각자의 할 일이 다른 것이다.

또한, 그 전문성은 어느날 갑자기 법을 바꾸고 정책을 바꾼다고 하루아침에 생겨나는 것이 아니다.

축적된 경험, 지식, 기술의 복합적인 것들을 통해서만 이룰수 있는 것이다.

Mixing experts and non-experts
Korean politics destroys sustainable expertise in any field,
Damaging the professionalism of the National Intelligence Service,

which is supposed to protect the nation's highest security.
It's preventing you from doing the right thing.
Nowhere else in the world is the highest intelligence agency that protects national security wielded like this.
No country places the core of national security investigations in the police.
It's not that the police aren't capable, but each person has a different job to do.
Also, that expertise is not something that is created overnight by suddenly changing laws and policies.
This can only be achieved through a combination of accumulated experience, knowledge, and technology.

 

민생치안을 다루는 경찰이 국가안보를 수호하고자 한다면,

당연히 몸에 맞지 않는 옷을 입은 격이다.

경찰이 하면 되겠지라는 문제가 아니라는 말이다.

Of course, it's like wearing clothes that don't fit your body.
This is not a question of whether the police can do it.

 

적들은 더욱 공세적인 압박으로 한국을 노리고 있다.

그들의 목표는 국가안보기관을 무너뜨리고,

언제든 자신들이 차지할 수 있게 흔들어 놓는 것이다.

그리고 미군의 철수, 그것이 그들의 최종 목표이자 적화통일의 최종점이다.

이러한 전략을 아는 곳은, 그리고 이에 대비해 온 곳은 국정원 밖에 없다.

잘한 일들은 드러나지 않고, 조그마한 실수도 크게 드러나는 곳이기에,

일반 사람들은 그들의 공로를 간과할 수 있지만,

그리고 태생적으로 대통령들이 이용해왔다는 선입견을 가지고 있지만,

묵묵히 그리고 한국의 국가 안보 수호를 위해 일해오고 있었다.

더 많은 위기에서, 더 위험한 상황에서 많은 부분들을 막아오고 있었다.

그들의 이러한 노력이 드러나지 않아 아쉽지만, 

그것보다 이제 그러한 노력조차 하지 못하게 법을 개정해 버린 부분이 매우 안타깝다.

 

Enemies are targeting Korea with more aggressive pressure.
Their goal is to destroy the national security apparatus,
They shake it so that they can take it over at any time.
And the withdrawal of the U.S. military, that is their final goal and the final point of national unification.
The only place that knows this strategy and has prepared for it is the National Intelligence Service.
This is a place where good things are not revealed, and even small mistakes are greatly revealed.
Ordinary people may overlook their contributions, but
And although there is a preconceived notion that presidents have been using it,
They have been working silently to protect Korea's national security.
Many areas have been prevented from more crises and more dangerous situations.
It is unfortunate that their efforts are not revealed, but
More than that, it is very unfortunate that the law has now been revised to prevent even such efforts.

 

한때 북한은 한국의 지하철 뿐 아니라 통신선 등 모든 폭파를 노린 적이 있다.

이러한 일련의 계획을 사전에 파악하고 차단할 수 있었던 것은

오랜시간 간첩 탐지를 위해 다방면의 첩보를 수집하고, 찾아내고, 분석하고,

오랜시간에 걸쳐 그들을 수사하고 결국 이뤄냈기 때문이었다.

To detect espionage over a long period of time, they collect, find, and analyze a wide range of intelligence.
This was because they investigated them for a long time and finally achieved it.

 

방첩과 수사는 완전히 다르다.

그리고 합동수사라는 것은 이름뿐이다.

타기관들이 모여 이름 뿐인 합동 수사를 하게 되었을 때 한국에서는 득보다 실이 많다.

조직 이기주의, 조직 간 다툼 등 결국 1.21 김신조 사태를 만들어 낸 것이 이름 뿐인 합동 수사였다.

이후 국정원이 주도하는 중앙합동조사팀이 생기긴 했지만, 여전히 조직 이기주의는 남아있다.

 

Counterintelligence and investigation are completely different.
And the joint investigation is only in name.
When different agencies come together to conduct a joint investigation in name only, there is more harm than good in Korea.
It was a joint investigation in name only that created the 1.21 Kim Shin-jo incident, including organizational selfishness and inter-organizational strife.
Although a central joint investigation team led by the National Intelligence Service was established later, organizational selfishness still remains.

 

지금이라도 안보위기의 심각성을 깨닫고 한국을,

대한민국을 지키기 위해 어떠한 노력이 필요한지 제대로 생각해야 한다.

지난 정부 때의 과오로 인해 대한민국이 사라지는 일이 생기지 않길 간절히 바란다.
