북한의 군사정찰위성발사, 그리고 9.19 남북 합의 - North Korea's military reconnaissance satellite launch, and the 9.19 agreement

북한이 3차 군사정찰위성 발사에 성공했다고 발표했다.

1, 2차 때 위성발사에 실패한 것은 운반로켓 추진체 고장 때문이었다고 밝혔다. 

지난 5월 첫번째 발사 때에는 2단 추진체 엔진 오작동,

8월 2차 발사시에는 3단 추진체에 오류가 있었다고 주장했다.

It was revealed that the failure of the first and second satellite launches was due to a failure of the transport rocket propellant.
During the first launch last May, the second-stage propellant engine malfunctioned,
It was claimed that there was an error in the third-stage propellant during the second launch in August.

 

그리고 이번에는 러시아 방문 후 러시아 측의 기술 지원을 받은 것으로 알려졌다.

조선중앙통신은 "앞으로 빠른 기간 안에 수 개의 정찰위성을 추가 발사해,

남조선 지역과 공화국 무력의 작전상 관심 지역에 대한 정찰능력을 계속 확보해 나갈 계획을

당 중앙위원회 제8기 제9차 전원회의에 제출하게 된다" 고 발표했다.

이는 김정은이 계속해서 주문해 온 '위성다각배치'에 부응하는 것으로 보인다.

 

And this time, it was reported that they received technical support from Russia after visiting Russia.
The North Korean Central News Agency said, 

“Several additional reconnaissance satellites will be launched within a short period of time,
we plan to continue to secure reconnaissance capabilities in the South Korean region and areas of operational interest to the Republic's armed forces.

It will be submitted to the 9th plenary session of the 8th Central Committee of the Party,” they announced.
This appears to be in response to the ‘multi-directional deployment of satellites’

that Kim Jong-un has repeatedly ordered.

 

 

합참은 "이번 '북한 주장 군사정찰위성' 발사는 탄도미사일 기술 활용과 과학·기술 협력을 금지하고 있는

유엔 안보리 결의를 재차 명백히 위반한 도발행위"라고 강조하고

윤대통령은 일부 9.19 군사합의의 일부 효력을 중지한다고 재가했다. 

 

The Joint Chiefs of Staff said, “This launch of the ‘North Korea-claimed military reconnaissance satellite’ is a violation of the ban on the use of ballistic missile technology and scientific and technological cooperation.”
“This is a provocative act that clearly violates the UN Security Council resolution,” he said.
President Yoon approved suspending the effect of some of the 9.19 military agreements.

 

한국은 이러한 대응에 있어서도 한 목소리를 내지 못하고

또 다시 두개의 한국의 모습을 보인다.

사실, 9.19 군사합의는 북한만을 위한 것이었을지도 모른다.

과연 그 합의를 북한은 지키고 있었는지 의문이다.

단 한번, 군사합의 직후 무기 검열 이후 그들은 통신을 끊어버렸기 때문이다.

명백히 북한은 항상, 유엔안보리 결의, 남북간의 합의를 위반하고 있다.

북한의 위협을 대처할 수 있는 실질적 대안과 더불어 

한국 내부에서 두개의 한국으로 분리되지 않도록 단결해야 한다. 

 

Korea is unable to speak with one voice in responding to these issues.
Once again, two Koreas appear.
In fact, the 9.19 military agreement may have been only for North Korea.
It is questionable whether North Korea was actually keeping that agreement.
This is because they cut off communication once, immediately after the military agreement and after the weapons inspection.
Clearly, North Korea always violates UN Security Council resolutions and agreements between North and South Korea.
In addition to practical alternatives to deal with the threat from North Korea,
we must unite within Korea to prevent it from being divided into two Koreas.

 

이번 위성발사로도 알수 있겠지만,

그들의 목표는 절대 바뀌지 않는다.

러시아와 기술적으로 손잡은 것은 처음이 아니다.

이번에는 '러시아 방문'이라는 이벤트를 외부로 드러냈을 뿐,

그들의 잠수함 기술 등 많은 부분들을 러시아로부터 지원받아왔다.

중국도 예외는 아니다.

중국은 내부적 경제적 위기를 겪으면서 중도를 가장한 모습을 보이지만, 

북한, 러시아와 함께 공생하는 관계이다.

 

As we can tell from this satellite launch,
Their goals never change.
This is not the first time we have joined hands technologically with Russia.
This time, the event called ‘Visit to Russia’ was only revealed to the outside world.
Many aspects, including their submarine technology, have been supported by Russia.
China is no exception.
Although China is experiencing an internal economic crisis and is pretending to be moderate,
It is a symbiotic relationship with North Korea and Russia.

 

이러한 위기 속에서 쓸데없는 내부 소모전보다는,

빨리 북한의 기술을 파악하고 이를 대비하는 것이 맞을 것이다.

그리고 9.19 군사합의는 폐기하는 것이 맞다고 생각한다.

어차피 북한이 이행하지도, 확인할 길도 없는 합의는 필요없다. 

이러한 합의 효력상실이 북한에 도발의 빌미를 주는 것이 아니라,

남남갈등의 모습이 북한의 도발에 빌미를 주는 것이다. 

 

Rather than a useless internal war of attrition in this crisis,
It would be right to quickly understand North Korea's technology and prepare for it.
And I think it is right to scrap the 9.19 military agreement.
There is no need for an agreement that North Korea will neither implement nor confirm.
The loss of effect of this agreement does not give North Korea a pretext for provocation;
The appearance of South-South conflict provides an excuse for North Korea's provocations.

 

아무튼 한반도가 러시아와 우크라이나, 이스라엘과 하마스에 이은

비극이 일어나지 않도록 지켜내야 한다.

 

Anyway, the Korean Peninsula is next to Russia, Ukraine, Israel, and Hamas.
We must prevent tragedy from occurring.
