JSA를 통해 월북한 미군

어제 JSA 판문점 견학 중 주한미군 한명이 월북했다는 뉴스를 접했다.

과연 가능한 일일까?

물론 견학 중 이탈하는 일은 누구에게나 일어날 수 있는 일이다.

하지만 현직 주한미군이, 그리고 인천 공항에서 미국행 비행기에 오르기 직전에 이탈한 후 견학 팀에 합류하는게 현실적으로 가능한 일일까?

더욱이 그가 한국에서의 불미스러운 일로 얼마간의 처벌을 받고 미국으로 가는 도중에 일어난 일이라는 것이 믿어지지 않는다. 

 

Yesterday, while on a JSA field trip to Panmunjom, I heard the news that an American soldier in Korea had defected to North Korea.

Is it really possible?

Of course, breaking away during a field trip can happen to anyone.

However, is it realistically possible for an incumbent USFK member to join the field trip team after leaving Incheon International Airport just before boarding a flight to the US?

Moreover, it is hard to believe that this happened while he was on his way to the United States after receiving some punishment for an unpleasant incident in Korea.

JSA 견학은 당일 신청이 가능하지 않다.

그리고 사전에 신원조사를 거쳐야 하기 때문에 사전에 온라인으로 신청을 하고 통일부에서 신원조회를 한다.

범죄가 있거나 월북할 우려가 있는 사람은 배제하기 위함이다.

그리고 현장에 도착해서도 신분증과 함께 신원확인을 두 세차례 하게된다.

그렇기 때문에 미군이 사전에 온라인으로 견학신청을 하고 신원조사가 끝나서 견학팀에 합류했다는 이야기가 되는 건데,

현직 주한미군이자, 한국에서 범죄처벌을 받고 미국에서 추가 확인을 위해 떠나는 사람이 아무런 의심없이 견학팀에 들어 갔다는 것은 이해하기 어려운 이야기 이다.

게다가 그가 아마 옷을 갈아 입었겠지만 견학시 군복은 허용되지 않는다.

He probably changed his clothes, but military uniforms are not permitted on the tour.

 

주한 미군이기에, 이러한 모든 절차를 알고 있었다 하더라도, 그래서 치밀하게 사전에 시간과 동선, 견학시간까지 다 파악했다고 치자.

그렇다면, 통일부는 신원조사시 이 군인에 대해 아무것도 파악하지 못했다는 건가?

아니면 누군가가 그를 도와서 견학팀 명단에 넣어줬다는 것인가?

도무지 이해가 되지 않는다.

미국도 한국도 그가 자진해서 북한으로 넘어갔다는 것에 초점을 맞추고 있지만, 

어떻게 그가 견학팀에 아무런 의심없이 들어갈수 있는지는 의문이다.

Or is it that someone helped him and put him on the field trip roster?

I don't understand at all.

Both the US and South Korea focus on the fact that he voluntarily went to North Korea, it is mystery how he could get into the field trip team without any suspicion.

 

또한 민감한 시기에, 그가 그런 행동을 혼자서 하기에는 목숨을 걸어야 한다는 것을 그도 잘 알것이다.

나는 솔직히 혼자 준비하고 계획해서 한 행동이라 보여지지 않는다.

진실은 그 어디 넘어에 있겠지만, 어떠한 전략이 필요해서 그런 것일수도 있겠지만,

과연 이 전략이 어디 편에 득이 될지는 두고 볼 일이다.

 

He would also know that in a sensitive time, he would risk his life to do such an act alone.

I honestly don't see it as an action I prepared and planned on his own.

The truth may be somewhere beyond that, but it may be because a certain strategy is needed, it remains to be seen which side will benefit from this strategy.

 

더욱이 월북한 군인, 트래비스 킹이 북한을 잘 몰랐다고 하더라도, 2017년 오토 웜비어가 어떻게 돌아와서 죽게 되었는지 세계는 모두 목격했다.

그리고 미국은 이후 북한 여행을 금지시켰다.

이러한 무모한 행동의 배경도 의문이지만 과연 이런 행동이 어느 쪽에 득이 될지는 잘 생각해봐야 한다.

더구나 신분이 주한미군이기 때문에 북한으로서는 매력적인 인질이 될수 있다.

물론 가진 정보가 많지 않을수 있지만 얼마든지 협상 카드로 쓸수 있고 스파이로 포장될 수 있다.

오토 웜비어도 스파이로 몰렸고 온갖 고문을 받았다.

얼마 간의 조사와 사상교육 후에 스파이로 자백하는 영상이 나올지도 모를 일이다.

북한이 좋아하는 전략 중 하나이다.

북한은 인질이 생기면 두 가지 중 하나의 전략으로 활용한다.

물론 둘 다 그 어떤 협상 카드로 쓰여지는 것은 당연하고, 하나는 남한과 미국을 비난하는 선전용, 그리고 다른 하나는 스파이이다.

그가 북한으로 가기 전에 어떤 계획을 품었는가, 그가 어떻게 진술하느냐에 따라 각기 다른 영상이 나올것이나,

군인이라는 특이한 신분 때문에 스파이로 둔갑될 가능성도 높다.

그래야 그들은 쉽게 돌려보내지 않을 수 있기 때문이다. 

만약 그저 선전용으로 활용하게 되면 돌려보낼 것을 예상하고 협상을 해야 하기 때문에,

그 군인이 어떤 정보를 가지고 있고 어떤 계획으로 북한에 들어갔는지에 따라 그는 돌아오고 싶은 포로, 혹은 간첩질을 하러 간 스파이로 다시 나타나게 될 것이다.

North Korea usually uses two strategies when a hostage is acquired.
Of course, both are used as a bargaining chip, one for propaganda criticizing South Korea and the US, and the other for spying.
Depending on what kind of plan he had before going to North Korea and how he stated it, different videos will come out.
Because of his unique status as a soldier, there is a high possibility that he will be transformed into a spy.
That's because they can't easily return.
If you just use it for propaganda, you have to negotiate in anticipation of sending it back.
Depending on what information the soldier has and what plan he entered North Korea, he will reappear either as a prisoner who wants to return or as a spy who has gone espionage.

 

북한이라는 특수한 곳을 상대하기에 한국과 미국, 일본.. 모두가 힘에 부치는 상황임은 확실하다.

하지만 한 사람의 목숨을 걸어야 대화의 물꼬를 틀수 있다는 것은 서글픈 일이다.

더구나 외국인이 북한에 들어갔을때 통하지 않는 말 때문에 더 많이 고문을 받아야 하는 일을 생각해보면, 적절한 전략이 아닌 듯 하다.

좀 더 전략적으로 그리고 진취적인 방법으로 그들과 대화할 수는 없을까?

여전히, 아직도, 많은 나라들이 그리고 대한민국 조차, 북한을 잘 알지 못하는 것 같다.

However, it is sad that one person's life must be risked to start a conversation.
Moreover, when foreigners enter North Korea, considering that they have to be tortured more because of words that do not work, this does not seem to be an appropriate strategy.
Couldn't we talk to them in a more strategic and forward-looking way?

Still, many countries, and even South Korea, don't seem to know North Korea very well.

 

나도 내가 모든 것을 안다고 자신할 수는 없지만,

그래도 많은 북한인들을 만나보고 그리고 그들의 특성을 아는 한 사람으로서,

그들에게 무엇인가 다른 전략이 필요하다는 것을 말해두고 싶다.

50년이 넘게 비핵화를 말하지만

50년이 넘게 그들은 변하지 않고 있다.

그렇다면 가능한 일인가?

 

정말 북한을 알고 싶고 북한과 대화하고 싶다면 그들이 원하는 것이 무엇인지 다시 한번 살펴볼 필요가 있다.

 

I'm not sure I know everything, but
Still, as someone who has met many North Koreans and knows their characteristics,
I want to tell them that they need a different strategy.
Although we have been talking about denuclearization for over 50 years,
For over 50 years they have not changed.
Is it possible?
If you really want to know North Korea and want to talk with North Korea, you need to look at what they want.
